The Debriefing of CE-ACAP Agricultural Counselors to Become Candidates of GCS and GEWA

NATC Batangkalu - To fulfill the requirements for the appointment of Agricultural Counselors of Casual Employees of Agricultural Counselor Assistance Personnel (CE-ACAP) to become Government Civil Servant (GCS) as Government Employees with Working Agreement (GEWA), competency certification is conducted by the Competency Test Center (CTC) of National Agricultural Training Center (NATC) Batangkaluku.

The debriefing which started on Friday, March 22 to 27, 2024 was conducted online through a zoom meeting which was attended by 65 (sixty five) candidate assessors from South Sulawesi Province, West Sulawesi Province, Central Sulawesi Province, South East Sulawesi Province, North Sulawesi Province, and Gorontalo Province.

Minister of Agriculture, Andi Amran Sulaiman, said, "Agricultural Counselors are the front line of agricultural development. Therefore, the Counselors must have adequate standards and qualities, capabilities, and knowledge. We have improved and standardized the capabilities of the Counselors through competency certification".

Head of Agricultural Counseling and Human Resources Development Agency (ACHRDA), Dedi Nursyamsi, said that competency certification is needed for prospective GCS-GEWA of agricultural counseling. "Competency certification is the process of providing competency certificates that are carried out systematically and objectively through competency tests that refer to the Indonesian National Work Competency Standards (INWCS), international standards and / or specialized standards," explained Dedi.

In the debriefing, Widyaiswara BBPP Batangkaluku M. Issac Maulana, ST, M.Si. said that each certification participant who will take part in the assessment process, must prepare 5 competency unit materials in the form of evidence during the counseling process listed in the Supervisor Level of Agricultural Counselors Certification Scheme, namely: 1) preparing agricultural counseling programs, 2) preparing agricultural counselling materials, 3) applying agricultural counselling media, 4) applying agricultural counselling methods, and 5) evaluating the implementation of agricultural counselling.

One of the participants, Iis Juniarti Dwi Putri who comes from Sigi Regency, Central Sulawesi Province said, “that this competency certification is a motivation for us to work for better assisting the farmers and improve our ability to go to the field,” she said.

The competency certification of Agricultural Counselors can be beneficial knowledge in assisting the programs of the Ministry of Agriculture which will lead to increased productivity in agriculture, so that the farmers can increase their income and welfare.

Competency certification is required for Agricultural Counselors of CE-ACAP to be promoted to GEWA, and this is a tribute to the Counselor who has performed well in struggling with farmers to provide food for all Indonesian people.

Issac Maulana advised to all participants, “What is important during in the certification process, follow all procedures and what is explained by the Assessors so that the certification results would be good, and all will pass”, he said.
